Ferhunde Oktem was born in Bursa, Turkey. She was graduated from Hacettepe University Psychology Department in 1972. She completed her doctorate program in 1983 and received the title of “Associate Professor” in 1988 and professor in 1998. She started her career at Gulhane Military Medical Academy, Psychiatry Department and currently she works at Hacettepe University Faculty of Medicine Child and Adolescent Mental Health Department.
Oktem had done lots of work and publication about selection and education of gifted children, children under protection, handicapped/disabled individuals and their mental health problems. Teachers and parents’ trainings are one of the activities that she gives the most emphasis.
She worked in the formation of health commissions of Sports Federation, the development process of sportsman’s health report card and she also worked for prevention of violence and coping with vicious practices at sports during her membership of Gençlik Spor Genel Müdürlüğü Spor Sağlık Yüksek Kurulu (Youth Sport Headquarters, Sport Health High Commission).She represented Ministry of Education at Family Research Institute, Scientific Advisory Committee against substance addiction.
She is the member of Scientific Committee of Türkiye Monitoring Center for Drugs and Drug Addiction since 2007.
She worked as TRT Child and Adolescence Broadcasting consultant for long time. Her radio and television programs intended for child, adolescents and parents have been still continuing.
She continues her work at RTUK (Radio and Television Supreme Council) as one of the member of “the Smart Signs Systems Working Group” for protection of children against unfavorable effects of broadcasting.
She has been an expert advisor at a project named “Development of System of Classification of Audio-visual Media Services and Implementation and Acceptance of Smart Signs for Protection of Children and Young People”, prepared according to European Convention on Transfrontier Television which developed by the Department of International Relations of RTUK.
She also worked at a project sponsored by Arcelik AS. for improvement of standards of YIBO (Regional Primary Boarding School) as a member of teachers education/training team and provide information and shared her experiences about child and adolescent mental health and disorders/ problems.
She is member of National Mental Health Scholar Commission of Ministry of Health and also a member of “prevention of violence at schools” project commission of Ministry of Education of Turkey.
She is the chair of Turkish Psychological Association Ethics Commission and also the chair of Intellectual Assessment Tests of Children and Their Applications Unit.
Her reports about “Disciplinary Methods Applied to Schools” written in collaboration with TED Ankara Collage Counseling Service is the first study about this subject.
She was the chair of Education Unit of Adolescence Period Transformation Project prepared for high school students which is still used nationwide.
She worked with the Ministry of Justice on “The Guidebook About the Assessment of the Age of Criminal Responsibility and Improvements of the Juvenile Justice System”.
She is the member of editorial board of TUBİTAK “Bilim Çocuk Dergisi”.
She is the member the Turkish National Committee for European Certificate in Psychology since 2009.
She is a member of lots of scientific and professional journals’ editorial board.
She is one of the recipients of the1995 Professor Doctor Mualla Öztürk Child Mental Health Award (The Behavioral and Biochemical Parameters of Naltrexone in the Treatment of Autism) and the 2009 Turkish Psychiatry Journal Award.
